Green light for Lima´s Second Subway Line
The Deputy Minister of Transport announced that it has reached an Agreement of the United Nations with the Municipality of Lima to allow the consortium as Manager of Project continues work. The construction of Lima´s Second Subway Line, an investment of over US$ 5,500 billion, has faced several difficulties that have slowed its advance, but after recent negotiations, it has the green light to continue works.
Deputy Transport Minister, Henry Zaira, said the consortium of Lima´s Second Subway Line already has the authorization of the Local Authorities of Lima to start the construction of the stations of the first tranche of the project.
To begin construction of the first season at Santa Anita, the Lima´s Second Subway Line Consortium needed first pass through a municipal ordinance , the report vial compatibility between the project and the urban area.
But the deputy minister mentioned that they have reached an agreement with the Municipality of Lima for the concessionaire begin construction of the first season without the need for this ordinance is issued for faster times.
"We had a meeting last week with all the agencies involved, such as the Urban, EMAPE Transport and all instances have agreed that the authorization was granted for the execution of the works it is in effect and, therefore, should already automatically will start work, there are no complications, "he said.
However, Zaira said that in any case the Municipality of Lima will issue an ordinance in the coming weeks to validate this authorization and project design compatible with the urban area.
The stations are underground, but on the surface there are elements such as access for people, the hatch emergency exit, they must be compatible with urban planning, as the lanes through which run the cars and bike paths.
"They are developing the corresponding technical reports because all ordinances need the technical opinion of all instances and in that way, but they have shown their goodwill and is written with the authorization to work," he reiterated
A consortium source of Lima´s Second Subway Line reported that negotiations between the Ministry of Transport and Communications (MTC) and the Municipality of Lima are making possible the start of construction of the stations, after one year delay.
"We actually are already prepared with machinery and everything, and we are already planning the start because it seems that is immediate, within a week or 10 days," he said.
The first section (1-A) has five kilometers and it will have five subway stations and the consortium already has approved the detail study (EDI) of two of them, where they can start working immediately, but after a year waiting.
However, it is still pending the approval of the EDI of the other three seasons. "The same criteria is not applied in all places, there are identical stations next to each other with the same structural type with the same functional configuration but suddenly we are not able to guess why criteria for their approval are different ".
Still not exceed delays project supervision
A source of the Concessionaire Lima´s Second Subway Line says that the project consortium supervisor has not yet approved the detailed studies (EDI), necessary for the construction of the stations.
"Today we have two EDI approved Tranche 1-A and in the others we go, without exaggeration, more than a year. We are comings and goings of revisions. Each time, they come out new things, the criteria are never homogeneous ", criticized from the consortium.
Approvals chain is quite long. The project supervisor issues a report that is sent to the regulator Ositran and the Authority of the Electric Mass Transportation System of Lima and Callao (AATE) for evaluation, then they will give their opinion to the Ministry of Transport and Communications (MTC), institution that finally will approve the EDI, necessary for the construction of the stations.
Still pending unlocking interference
